A consortium of four companies


The consortium selected by the Commission to complete this study consists of Attentional, Headway International, Oliver & Ohlbaum Associates (O&O) and Gide Loyrette Nouel (GLN).

Attentional and Headway International jointly lead and manage the project. Alongside their strategic leadership and operational management roles, they are also responsible for the production and analysis of the linear and non-linear content and audience databases and the associated statistical modelling, for organising the workshop and for validating/compiling the interim and final reports. Oliver & Ohlbaum is in charge of the economic analysis and associated data gathering, and advises the other partners on relevant economic issues. Gide Loyrette Nouel is in charge of the legal analysis and associated surveys, and also acts as advisor to the other partners on relevant legal issues.

All consortium members are acknowledged experts in their respective fields, and most also participated in the study on the application of Articles 3i, 4 and 5 (now articles 13, 16 and 17 of the AVMS Directive) published in May 2009, and the study investigating the application of Articles 4 and 5 of the Television without Frontiers Directive published in May 2005.
