Assessing policy objectives regarding the promotion of European works and independent productions.
Do you support the basic objectives of the AVMS -- to support the promotion and distribution of European works? Do you think it helps the development of the European production sector? Do you think it creates a burden for European broadcasters, curbing their ability to invest into other, more useful areas? Do you think it may limit the freedom of on-demand services to innovate and compete in the worldwide market place? Do you think the AVMS Directive is beneficial to European citizens, their welfare and their cultures? Etc.

Regulating and monitoring the promotion of European works and independent productions.
Are you aware of the current measures for regulating European TV and the procedures used to monitor compliance? What do you think of them? How should the monitoring of broadcasters evolve to adapt to the digital age? Do you think the traditional measures used for television will work for on-demand? Or should we be thinking about completely different indicators? The concept of prominence is a central concept of the new clause (Art 13) relating to on-demand services, As the concept has not yet been precisely defined, how would you suggest that prominence is defined? And how should the concept of prominence should be monitored? The requirements are intended to be a safety net for European and independent content. But do they really work, especially if there are only requirements relating to output and not investment? Should viewer hours (that is the average time people spend watching European content on a given service) become the central indicator? Some would say viewer hours are a more direct measure and one applicable to both linear and non-linear services? Etc.

Evaluating the measures’ ability to efficiently promote European works and independent productions.
Do you think the AVMS Directive helps to protect and develop European cultures? Do you think the promotion of European works is an effective way to develop European cultures? What do you think will be the impact of on-demand services on access to European works? As European works are mostly “national” works in practice, should the Member States do more to promote “non-national” European works? European co-productions? Content about European issues, countries and cultures? Do you think that the notion of European audiovisual works should be broadened, so that other audiovisual content (such as sports or news, which are currently excluded) would be covered by the Directive? Etc.
